Simmer raisins in water 20 to 30 minutes. Drain raisins, reserving liquid into measure cup; add water to make 1/2 cup liquid. Preheat oven to 400ΓΈ. Mix shortening, sugar, eggs and vanilla. Stir in raisin liquid. Sift flour, salt, baking powder, baking soda, cinnamon and cloves. Combine with wet ingredients. Stir in oats and raisins. Drop in greased baking sheets. Bake 8 - 10 minutes.
